Concerns about election systems and processes being compromised have gone from theoretical to a reality. International cybersecurity law is still evolving, and the threats we face from cyber-enabled actors expand with every election season.
This area is rife with uncertainty. Given the United States’ fractured, and in many cases, seriously outdated systems, how likely is it that the United States’ election systems could be "hacked" and what systems are most vulnerable? Given that same fractured system, could hackers strike in a coordinated enough way to impact a national election?
Beyond the computer systems themselves, what are the weak points in the electoral process? What have our responses be to attacks been, and what should they be in the future to deter more of the same? How does this differ from cyber activity in the private sector? What can we learn from countries around the world?
